Improving the Accounting Sector
Background
Under the transparency arrangements of the Paris Agreement, each country shall regularly submit information necessary to track progress made in implementing and achieving its nationally determined contribution. The Intergovernmental Panel on Climate Change provides guidance on measurement and reporting. However, countries have considerable flexibility on how to meet these reporting requirements. The GIZ program “Accounting rules to help Non-Annex I Parties meet their emission reduction targets” supported Colombia and Costa Rica to improve accounting, measurement, reporting and verification (MRV) in the land use sector. In this context, UNIQUE was contracted to assess the key findings in the first phase and develop recommendations and options for future improvement of accounting and MRV in the land use sector.
Our contribution
- Assessment and analysis of information submitted to the program.
- Assessment and analysis of information reported by countries to the UNFCCC.
- Execution of semi-structured interviews with key MRV experts in the target countries.
- Development of recommendations for future improvement of land use accounting and MRV.
